IS GOING TO GIVE US A REPORT FOR THE HISTORICAL SOCIETY. COME ON UP, MR. DAWLEY. GOOD EVENING.THANK YOU FOR HAVING ME HERE TO TALK ABOUT THE MUSEUM FOR A FEW MINUTES. AS PER OUR CONTRACT, WE'RE PRESENTING OUR ANNUAL REPORT BECAUSE IT'S KIND OF THE MIDDLE OF THE YEAR. IT COVERS WHAT WE DID LAST YEAR AND WHAT WE INTEND TO DO FOR THIS UPCOMING YEAR. MAJOR HIGHLIGHTS.
FOR THE YEAR, WE HAD OUR ANNUAL FUNDRAISER. IS THERE A WAY I CAN SEE THE SLIDES HERE ON THIS LOCAL MONITOR? JUST IT'S A LITTLE FAR FOR ME TO READ. WE HAD THREE KEY THINGS TO TALK ABOUT FROM LAST YEAR. WE DID OUR ANNUAL 15TH ANNUAL PUMPKIN WALK FUNDRAISER. IT'S OUR ANNUAL OCTOBER ACTIVITY WHERE WE OPEN UP THE MUSEUM TO THE COMMUNITY. WE HAVE ACTIVITIES, GAMES, HISTORY RELATED DISPLAYS, AND IT'S BEEN A FUN COMMUNITY THING THAT WE'RE HAPPY TO BRING BACK AFTER COVID KIND OF SHUT US DOWN FOR QUITE A WHILE. WE HAD ABOUT 500 ATTENDEES THAT CAME THIS YEAR. WE HAD THE UINTAH PATRIOTS VISIT WITH US. WE HAD OUR LOCAL BLACKSMITH COME AND RUN BLACKSMITH DEMONSTRATIONS THROUGHOUT THE DAY, COSTUME CONTEST, AND THEN EVERYBODY THAT COMES ALWAYS GETS TO TAKE HOME A PUMPKIN OR TWO TO CARVE FOR HALLOWEEN. THIS YEAR WE'RE GOING TO BE HOLDING IT. I'VE GOT A SLIDE COMING UP. WE'LL BE DOING IT THE 19TH, I BELIEVE IT IS OCTOBER. IT'LL BE THE FIRST SATURDAY OF FALL BREAK FOR JORDAN SCHOOL DISTRICT, ANOTHER BIG INITIATIVE FOR THIS YEAR IS SOME REBRANDING OF THE MUSEUM. WE'RE REFRESHING OUR WEBSITE, MAKING IT EASIER TO NAVIGATE A LITTLE MORE USER FRIENDLY, A LITTLE BIT MORE MODERN LOOKING, NEW LOGO AND NEW BRAND IDENTITY AS WE TRY TO KIND OF REINVENT OURSELVES AND MOVE FORWARD WITH GETTING NEW VOLUNTEERS. AND THAT'S OUR LAST BIG INITIATIVE FOR THE YEAR IS STRENGTHENING OUR VOLUNTEERS. OUR VOLUNTEER BASE HAS AGED UP TO 80 AND OLDER, AND WE'VE HAD SEVERAL OF OUR BOARD MEMBERS THAT HAVE PASSED AWAY IN THE LAST SEVERAL YEARS, AND WE'RE ACTIVELY RECRUITING TO STRENGTHEN OUR BOARD AND STRENGTHEN OUR VOLUNTEER POOL. IS SUMMARY OF OUR FINANCES FROM THIS LAST YEAR. THIS IS TAKEN DIRECTLY FROM OUR SAP APPLICATION, WHICH IS WHAT WE REPORT TO SALT LAKE COUNTY AND WHAT WE ALSO REPORT TO THE OFFICE OF MUSEUM SERVICES. IT'S PRETTY STRAIGHTFORWARD. IT JUST HIGHLIGHTS OUR MAIN PROGRAM AREAS, OUR GRANTS, OUR VOLUNTEER HOURS, WHICH ARE COUNTED AS IN-KIND. AND THEN IT SHOWS OUR PROGRAM EXPENSES FOR THE YEAR. IS THERE ANY KIND OF CLARIFYING ISSUES ANYBODY WOULD LIKE TO ASK ABOUT AS FAR AS OUR EXPENSES GO, COUNCIL MEMBER BLOOM. THIS FINANCIAL SUMMARY IS VAGUE. IT'S INCOMPLETE. INCOME AND EXPENSE LINE ITEMS ARE NOT CLEARLY MATCHED. THERE'S NO ITEMIZATION.
THERE'S NO NARRATIVE EXPLANATION FOR HOW THE FUNDS WERE USED, AND THERE'S NO BREAKDOWN OF SALARIES, INDEPENDENT CONTRACTORS, OR EXPLANATION OF PRAGMATIC IMPACT. THE HIGH VOLUNTEER VALUATION OF $61,000 IN IN-KIND VOLUNTEER VALUE IS QUESTIONABLE WITHOUT THE LOGS OR HOURS, AND ONLY $3,200 IN ACTUAL PROGRAM REVENUE VERSUS THE NEARLY 90,000 IN EXPENSES AS ALARMING FOR SUSTAINABILITY AND THE MINIMAL OUTSIDE GRANT AND FUNDING REVENUE IS ALMOST NO PRIVATE CONTRIBUTIONS. THERE'S TYPOGRAPHICAL ERRORS, INCONSISTENT FORMATTING, AND UNCLEAR HEADLINES, AND WITH PUBLIC FUNDS INVOLVED, I WOULD EXPECT A MUCH MORE IN-DEPTH REPORT OF WHAT WE'RE PROVIDING THE CITY. SO PEOPLE THAT HAVE EITHER LEFT MONEY IN OUR DONATION JAR OR HAVE MAILED A CHECK AND SAID THIS CONTRIBUTIONS TOWARDS THE MUSEUM. AND I'M BEING BLUNT. I'M I'M FROM THE ARTS. I GREW UP IN THE ARTS. I'M VERY THIS IS PROBABLY WHY I'M MORE LIKE THIS. THIS NEEDS TO BE AS TRANSPARENT AS POSSIBLE. HOW MANY UNIQUE VOLUNTEERS PARTICIPATED? I DON'T HAVE THE LOG IN FRONT OF ME, SO I WOULDN'T BE ABLE TO ANSWER THAT SPECIFICALLY, BUT I'D BE HAPPY TO PROVIDE IT. OKAY, A FOLLOW UP. WHY IS THERE SUCH A HEAVY RELIANCE ON IN-KIND LABOR AND SO LITTLE ON PRIVATE OR GRANT BASED FUNDRAISING? WE'RE 100% VOLUNTEER RUN. THERE'S NO SALARIES, NO PRIVATE CONTRACTORS. SO OUR BOARD, OUR VOLUNTEERS AND OUR STAFF ARE 100% VOLUNTEER. THAT'S WHY WE PUT SO MUCH EMPHASIS ON OUR VOLUNTEER, OUR VALUE, AND THEN WHAT IS DONE TO INCREASE EARNED REVENUE AND REDUCE DEPENDANCE ON CITY FUNDS. SO CITY FUNDS OVER OVERALL BUDGET IS $5,700. ASIDE FROM THE PUMPKIN WALK, WHAT OTHER TANGIBLE PROGRAMING AND OTHER COMMUNITY SERVICES ARE DELIVERED? YOU SAY PRIVATE, BUT WE DON'T HAVE ANY OTHER INFORMATION BESIDES THE PUMPKIN WALK. OUR COMMUNITY SERVICES, OUR OPEN HOURS. BUT I HAVE TRIED ALL YEAR LONG TO GO TO THE MUSEUM AND IT'S NEVER BEEN OPEN.
WE'VE EVEN CALLED AND SAID, YEAH, OKAY, AND IT'S STILL NOT BEEN OPEN. WHO HAVE YOU CALLED TO VERIFY THAT? IT'S THE PHONE NUMBER LISTED ON THE BUILDING THAT GOES DIRECTLY TO MY CELL PHONE. WE DO ADVERTISE AS PART OF OUR HOURS, BOTH PHYSICALLY AT THE MUSEUM AND ON THE WEBSITE, THAT WE DO MAKE APPOINTMENTS OUTSIDE OF THE SCHEDULED HOURS OF TUESDAYS AND THURSDAYS, SO THAT PEOPLE THAT WANT TO COME ON A WEEKEND OR ANOTHER UNOPENED TIME ARE GIVEN THAT OPPORTUNITY. WE HAVE AN EVENT, A PRIVATE TOUR SCHEDULED TOMORROW, FOR INSTANCE, TO COME AND LOOK AT THE STEDMAN BAR. CONDIE. GOOD EVENING. COUNCIL. THIS RESOLUTION IS RELATED SPECIFICALLY TO A CHANGE IN THE WATER FEES. AND I JUST WANTED TO REVIEW, AS A REMINDER, SOME BACKGROUND THAT OUR OUR FEES WERE ADOPTED ON JUNE 24TH, WHICH INCLUDED AN INCREASE OF 3.5% FOR WATER COMPARED TO LAST YEAR.THESE RATES DON'T DO NOT TAKE EFFECT UNTIL OCTOBER 1ST, SO THAT WE CAN GET THROUGH THE SUMMER WITH THE RATES FROM LAST YEAR, BUT THE NEW RATES WOULD BE AT THAT 3.5% THAT WAS ADOPTED ON THE 24TH OF JUNE. AT THE JULY 8TH WORK SESSION, THE COUNCIL MAJORITY DIRECTION WAS TO AMEND THE LANDSCAPE USAGE RATES TO MATCH THE RESIDENTIAL RATES. AND SO THAT IS WHAT WE ARE BRINGING FORTH TONIGHT WITH THIS RESOLUTION. SOME SOME BACKGROUND ON THE ON THE DATA. WE HAVE ABOUT 500 LANDSCAPE METER ACCOUNTS. THE TOTAL LANDSCAPE WATER USED OVER THE PAST 12 MONTHS IS ABOUT 482 MILLION GALLONS. AND SO OF THE TOTAL CITYWIDE WATER, THAT IS 6.5%.
THAT IS GOING TOWARDS LANDSCAPE WATER. THE TOTAL TOP 20 USERS FOR THOSE LANDSCAPE METERS IS ABOUT 140.5 MILLION GALLONS. AND OF THOSE TOP 20 USERS OR METERS, THEY USE 30% OF THE LANDSCAPE WATER. AND OF COURSE, IT DOES NOT HAVE ANY WATER USE. BETWEEN DECEMBER AND MARCH OF THE YEAR.
DURING THE WINTER MONTHS WHEN PEOPLE AREN'T WATERING THEIR LANDSCAPE. YOU CAN SEE HERE THE PROPOSED CHANGES TO THE RATES THAT THAT GREEN COLUMN IS THE CURRENT, WHAT THEY'RE PAYING RIGHT NOW, THOSE WERE THE FISCAL YEAR 2025 RATES. I WANTED TO GIVE A COUPLE OF EXAMPLES OF SOME OF THOSE HIGHER WATER USERS. THIS FIRST, THIS FIRST EXAMPLE IS SOME A BUSINESS ESSENTIALLY THAT USES ABOUT 2000 THOUSAND GALLONS. SO TWO 2 MILLION GALLONS PER MONTH. AND YOU CAN SEE HOW THAT WOULD BREAK DOWN OVER EACH OF THOSE TIERS AND WHAT THEY WOULD BE PAYING FOR THAT, THAT AMOUNT. AND THE DIFFERENCE BETWEEN WHAT IS THE CURRENT RATE THAT YOU'VE ALREADY ADOPTED. AND THE PROPOSED RATE WOULD BE THAT $576, 577 ESSENTIALLY PER MONTH ON THE HIGHEST TYPE OF LANDSCAPE METER. THIS IS ONE OF THE SCHOOLS THAT FALLS IN THAT TOP 20 CATEGORIES.
AND THE DIFFERENCE BETWEEN WHAT HAS BEEN ADOPTED AND THE PROPOSED RATES WOULD BE ABOUT $468. AND THEN ONE OF THE LOWER TOP 30 USERS. THAT DIFFERENCE WOULD BE ABOUT $144,142. THAT ONE OF THE THAT MIDDLE ONE IS, IS A SCHOOL IN OUR IN OUR COMMUNITY, WHICH HAS A LOT OF OPEN, OPEN SPACE THAT THEY USE AROUND THEIR THEIR BUILDING AND PROVIDES SOME SPACE FOR GREENERY AND USAGE, NOT JUST FOR THE SCHOOL BUT FOR THE COMMUNITY AS WELL. IF YOU NOTICE AT LEAST ONE OF MY PROPERTY TAX ASSESSORS ASSESSMENT THAT I GOT FROM THE ASSESSOR, IT DID NOT SHOW A PROPERTY TAX INCREASE BECAUSE THIS IS ACTUALLY NEXT TO THIS, BECAUSE IT'S IN DECEMBER. THE MOSQUITO ABATEMENT DISTRICT HAS NOT ACTUALLY RAISED TAXES SINCE 2012, SO ANY OF THE INCREASE IN MONEY HAS ACTUALLY BEEN BASED ON NEW GROWTH. THERE'S ACTUALLY BEEN NO EFFECTIVE CHANGE IN THE RATE SINCE 2002, THE POPULATION GROWTH HAS BEEN OVER 200 000 INDIVIDUALS AND 72,000 HOMES WITH THE SAME TAX RATE. AND WE ALL KNOW WHAT INFLATION HAS DONE WITH TAX, WITH COST OF BUDGETS.IF YOU'LL HIT THE NEXT SLIDE. WHAT THE MONEY'S GOING TO GO FOR IS $160,000 FOR SUSTAINING CURRENT LEVELS OF SERVICE WITHOUT INTERRUPTION OF SERVICE OPERATE ABOVE A NEGATIVE NET POSITION, INTEGRATE SOME PUBLIC RELATIONS AND THE BLACK FLY PROGRAM. EVEN THOUGH THE BLACK FLY IS NOT A MOSQUITO, THE MOSQUITO ABATEMENT DISTRICT DOES TRACK THE BLACK FLY, PARTICULARLY THE BITING BLACK FLY. THE OPERATIONAL ENHANCEMENTS. THEY WANT TO EXPAND TO A DRONE BASED SURVEILLANCE AND TREATMENT MODEL, UPGRADING SOME DATA SYSTEMS, IMPLEMENTING SOME ECOLOGICALLY CONSCIOUS CONTROL MEASURES IN $60,000 TO MEET THE NEEDS OF FUTURE CAPITAL PROJECTS. MODERNIZE AND EXPAND THE FLEET. EXPAND THE LAB OUT THERE IF YOU'VE NEVER. IF NONE OF YOU HAVE EVER BEEN OUT THERE AT ON AIRPORT ROAD, IT'S IN OUR CITY. IF YOU WANT A TOUR, LET ME KNOW. THE NEW ONE HAS A BIG CONCRETE BASE AND IT'S BOLTED TO THAT CONCRETE BASE, SO THEY'RE MUCH MORE SECURE AND ALL ALASKA IS LOOKING AT.
