TONIGHT'S MEETING WITH. WE HAVE A FEW SPECIAL RECOGNITION. AND WE'LL START WITH THE INTRODUCTION OF THE 2026 WESTERN STAMPEDE ROYALTY. AND WE HAVE OUR PRESENTER, JEN MAIN, WHO IS THE WESTERN STAMPEDE ROYALTY CHAIR. WELCOME. HELLO, CITY COUNCIL. AS MANY OF YOU KNOW, THE WESTERN STAMPEDE IS NEAR AND DEAR TO MY HEART. IT IS AN EVENT THAT I HAVE CHERISHED AND LOVED SINCE I WAS FIVE YEARS OLD. WHEN I FIRST MOVED TO WEST JORDAN AND BEGAN PARTICIPATING IN THAT ALMOST 50 YEARS AGO, I MET MY VERY FIRST RODEO QUEEN THAT SUMMER WHEN I WAS FIVE YEARS OLD. AS SHE WAS PREPARING TO TAKE HER HORSE IN THE STOCK PARADE. AT THAT TIME, THE WESTERN STAMPEDE WAS QUITE A MULTI-DAY EVENT WITH LOTS OF PARADES. THERE WAS A LIVESTOCK PARADE THAT WENT DOWN REDWOOD ROAD FROM 70TH SOUTH TO THE ARENA. THERE WAS A CHILDREN'S PARADE AND AND OUR GRAND PARADE. THERE WERE ALL KINDS OF COMMUNITY EVENTS THAT BROUGHT EVERYONE TOGETHER AND WERE A BIG TO DO. AND IT WAS A VERY, VERY EXCITING TIME. AND I FELL IN LOVE WITH THE RODEO QUEENS THAT VERY FIRST SUMMER AND WATCHED THEM EVERY YEAR AFTER THAT. AND IT HAS BEEN AN HONOR FOR ME TO WORK WITH THE WESTERN STAMPEDE RODEO ROYALTY. SINCE JOINING AS A VOLUNTEER ON THE WESTERN STAMPEDE ADVISORY BOARD IN 2018, AND I'M PLEASED TO GET THE CHANCE TO INTRODUCE OUR 2026 ROYALTY. OUR SECOND ATTENDANT IS JAYNA JOHNSON. AND EXCUSE ME WHILE I JUST PULL UP HER BIO. IT'S AWFULLY TINY. SO JAYNA IS 15 YEARS OLD. SHE'S NEW TO THE PRCA RODEO QUEEN WORLD, AND WE'RE EXCITED TO HAVE HER THIS YEAR AS OUR SECOND ATTENDANT ON THE 2026 WESTERN STAMPEDE RODEO ROYALTY COURT. SHE COMES FROM LEHI, UTAH AND RIDES A HORSE NAMED BIG RED, AND OUR FIRST ATTENDANT IS RILEY VOORHEES.

RILEY IS IN HER HER FINAL SEASON AS A RODEO ROYALTY, AND WE ARE THRILLED THAT SHE CHOSE OUR CONTEST AS THE CONTEST SHE WANTED TO RUN FOR AND THE OPPORTUNITY TO BE A PART OF OUR 2026 RODEO ROYALTY COURT. IN HER FINAL SEASON AS A RODEO QUEEN. AND INTERESTINGLY ENOUGH, RILEY WAS A REPRESENTATIVE ON OUR RODEO ROYALTY IN 2019, WHEN I WAS IN MY ROOKIE SEASON OF RODEO QUEENING. AND SO SHE REALLY TAUGHT ME THE ROPES AND IS NOW BACK FOR ROUND TWO, AND I'M SO HAPPY TO HAVE HER AS OUR FIRST ATTENDANT IN 2026. AND LASTLY, OUR RODEO QUEEN FOR THIS YEAR IS ADDIE BOWLER. ADDIE IS WELL KNOWN AT THE WESTERN STAMPEDE. SHE'S BEEN A VOLUNTEER AT THE STAMPEDE SINCE 2014, PICKING UP MUTTON BUSTERS, SORTING KIDS, PUTTING PRINCESSES ON THE ON THE CARRIAGE RIDE, RUNNING FLAGS ON A REGULAR BASIS FOR THE LAST SEVERAL YEARS. AND THIS YEAR SHE'LL BE REPRESENTING AS THE WESTERN STAMPEDE RODEO QUEEN AND SHE COMES FROM WEST JORDAN. IT HAS BEEN HER HOMETOWN HER ENTIRE LIFE, AND SO WE'RE THRILLED TO HAVE A HOMETOWN GIRL AT THE WESTERN STAMPEDE THIS YEAR. AND

RECOGNITION IS FOR THE WEST JORDAN HIGH SCHOOL TRACK AND FIELD TEAM. THEY WON THE STATE CHAMPIONSHIP THIS YEAR, AND SO WE'D LIKE TO WELCOME THEM AND RECOGNIZE THEM FOR THIS AMAZING WIN. CONGRATULATIONS. AND WE HAVE TAYLOR THOMPSON, WHO IS THE WEST JORDAN HIGH COACH.

AND YEAH SO LIKE THEY SAID, I'M TAYLOR THOMPSON. THIS IS MY 10TH YEAR AT WEST JORDAN COACHING. AND EVER SINCE I'VE BEEN HERE, I'VE ALWAYS WANTED OUR TEAM TO WIN REGION STATE CHAMPIONSHIPS. SO WE ACTUALLY JUST WON OUR FOURTH REGION CHAMPIONSHIP IN A ROW, WHICH IS A REALLY BIG DEAL. AND THEN WE WON THE WEST JORDAN HIGH SCHOOL'S FIRST TRACK AND FIELD STATE CHAMPIONSHIP IN SCHOOL HISTORY. JUST TO TELL YOU A LITTLE BIT ABOUT IT, I'LL TELL YOU SOMETHING I WROTE DOWN TO SET THE SCENE. WE WERE IN FOURTH PLACE AFTER DAY ONE WITH 24 POINTS. ON THE FINAL DAY, WE WERE ENTERED IN FIVE OF THE EIGHT EVENTS. WE NEEDED TO SCORE AT LEAST 40 POINTS TO WIN STATE. WE SCORED 41 POINTS THAT DAY, 65 TOTAL. OUR SPRINTER, PORTER CHRISTIE, WON THE 102 HUNDRED. PAULA GERVAIS ONE SHOT PUT. OUR BOYS FOUR BY ONE TEAM, WON AND BROKE THE STATE RECORD. OUR. AND THEN WE WON BY ONE POINT. SO IT CAME DOWN TO THE 4X4. AND WHERE'S JEROME? JEROME? RIGHT HERE. HE LEANED ACROSS THE LINE AS HARD AS HE CAN AND WON BY HOW MUCH? ZERO, 6.06 SECONDS, WHICH IS A BIG DEAL.

SO I'VE DONE SEVERAL RIDE ALONGS OVER THE YEARS, AND I DECIDED TO SPEND A FEW YEARS SINCE I DID A RIDE ALONG WITH OUR POLICE, AND CHOSE TO DO ANOTHER RIDE ALONG THIS LAST WEEK. AND THIS IS PROBABLY THE BUSIEST RIDE ALONG I EVER HAD.

IT STARTED OUT WITH SOMEONE DRIVING AND KNOCKING OUT THIS TELEPHONE POLE ON 90TH SOUTH, KNOCKING POWER OUT TO A COUPLE OF BUSINESSES AND RESIDENTS. BUT ROCKY MOUNTAIN POWER WAS ABLE TO GET OUT THERE THAT SAME DAY AND GET IT THAT NIGHT, GET THAT POWER RESTORED. AND AFTER THAT, I HAD AN OPPORTUNITY TO GO WITH THEM FOR A DOMESTIC CALL. I DIDN'T TAKE ANY PICTURES OF THAT, OF COURSE. AND THEN AFTER THAT, WE HAD SOMEONE WHO HAD PASSED AWAY IN A SENIOR HOUSING. I DIDN'T TAKE PICTURES OF THAT EITHER, BUT IT WAS A VERY BUSY AND OUR OFFICERS ARE JUST SO GOOD ON THE WAY THEY HANDLED IT AND WORK WITH THE RESIDENTS AND TAKE CARE OF THE SITUATIONS AT HAND. AND THE CRIMES ARE THERE, NOT TO MENTION A LOT OF OTHER THINGS HAPPENED, BUT THOSE ARE THE ONES THAT I HAD THE OPPORTUNITY TO VISIT. YOU RECALL THAT WE OPENED UP OUR NINJA WARRIOR COURSE OVER IN CONSTITUTION PARK? WELL, MY GRANDKIDS THOUGHT THEY WANTED TO GO OUT AND TRY IT. THAT'S MY GRANDDAUGHTER ON THE LEFT, HANGING IN THERE TRYING OUT THE NINJA WARRIOR COURSE. AND IT'S ONLY BEEN OPEN A COUPLE OF WEEKS. AND LOOK HOW WELL USED THAT'S LOOKING ALREADY ON THAT ARTIFICIAL TURF. IT WAS GREAT.

THERE WERE LOTS OF PEOPLE OUT THERE AND IT'S A GREAT AMENITY. IT WAS ALMOST AS BUSY AS THE PICKLEBALL COURT RIGHT NEXT TO IT. FRIDAY WAS OUR FIRST FRIDAY CONCERT. IT WAS A A JAZZ SWING BAND, AND THEY DID LOTS OF BIG BAND MUSIC FROM THE 40S AND 50S AND ONE FROM THE 30S. IT WAS A LOT OF FUN. YOU CAN SEE THE ATTENDANCE THERE WAS SPECTACULAR. THIS IS OUR FIRST ONE BEING THE AMPHITHEATER. OUTDOORS WITH ALL THE SUMMER ONES WILL BE OUTDOORS AND THEN WHEN IT GETS COLD AGAIN IN THE WINTER, THEY'LL MOVE BACK INDOORS. AND WE DO THE FIRST FRIDAY OF EVERY MONTH, WITH THE EXCEPTION OF JULY, BECAUSE WHAT HAPPENS ON THE FIRST FRIDAY OF JULY, IT'S WESTERN STAMPEDE, WHICH IS RIGHT AROUND THE CORNER. WE HAD THE OPPORTUNITY TO HELP BOMBAY FOODS, WHICH IS A GROCERY STORE THAT SELLS INTERNATIONAL FOODS RIGHT HERE ON REDWOOD ROAD AND 70TH SOUTH. YOU SEE THE ADDRESS RIGHT THERE ON THE WINDOWS 7046. SO THEY ARE OFFICIALLY THIS BUSINESS ACTUALLY STARTED IN WEST JORDAN AND THEN WENT TO ANOTHER LOCATION OUTSIDE OF WEST JORDAN AND DIDN'T LIKE IT AS WELL AND DO AS WELL. SO THEY CAME BACK TO WEST JORDAN BIGGER AND BETTER THAN THEY WERE EVER BEFORE. SO THEY ARE EXPANDING AND GETTING BETTER WHILE THEY'RE HELPING WEST JORDAN AND TAKING CARE OF OUR WEST JORDAN RESIDENTS. OKAY, THIS IS REALLY HARD TO SEE. IS THERE A DIFFERENT PICTURE ON THE NEXT ONE? ANYWAY, WE'LL SEND THAT TO YOU. BUT ACCORDING TO THE 2025 FOOT TRAFFIC DATA FROM PLACER AI, JORDAN LANDING OFFICIALLY RATES IS THE NUMBER ONE RETAIL DESTINATION IN SALT LAKE COUNTY.

ISN'T THAT PRETTY COOL? SO OF ALL THE DIFFERENT MALLS AND THE SHOPPING CENTERS AND ALL THAT, JORDAN LANDING IS NUMBER ONE IN SALT LAKE COUNTY. SO THAT IS GREAT. SO I WILL SEND THAT TO YOU BECAUSE IT'S REALLY HARD TO READ ALL THIS, BUT YOU CAN SEE FASHION PLACE IS NUMBER TWO.

SO THAT WILL HOPEFULLY BE COMPLETED SPRING OF 27. AND THEN WE'LL BE MOVING FURTHER OUR IN HOUSE OVERLAYS NEXT WEEK, SO YOU WILL BE SEEING CONES UP IN CERTAIN NEIGHBORHOODS. AND WE'RE MOVING FORWARD WITH THAT WITH THE ASPHALT. SO THAT'S ALL I GOT. GOOD EVENING COUNCIL.

WHAT THOSE ARE A MINI PITCH IS JUST A MINI SOCCER FIELD. OH EXCUSE ME, MINI SOCCER FIELD. AND IT'S ON A HARD SURFACE. AND SO IT'S SURROUNDED BY METAL FENCING, METAL GOALS. THEY'RE PRETTY SMALL, BUT IT'S IT'S A FOOTBALL IS WHAT IT IS ON HARDCOURT. COMPANY INSTALLING IT TOMORROW IS A LOCAL TILE SPORT TILE COMPANY. THE CENTRAL LANE PROVIDES EFFICIENT ACCESS WHILE ALSO PRESERVING THE VALUABLE OPEN SPACE. THERE'S A PEDESTRIAN BRIDGE IN THE BACK THAT CROSSES OVER TO ALLOW THE RESIDENTS TO GO DIRECTLY TO THE OPEN SITE OR THE CREEKSIDE OPEN SPACE, AND IT MAKES IT A VERY UNIQUE FEATURE AS WELL. SO TO THE NORTH SIDE YOU SEE UP THERE NORTH OF BINGHAM CREEK, WE'RE GOING TO HAVE COMMUNITY AMENITIES THAT WILL FEATURE LAWN AREAS WHERE CHILDREN CAN PLAY BENCHES, WHERE PEOPLE CAN SIT AND TAKE IN THE VIEWS, A PICNIC PAVILION, BARBECUE FACILITIES AND A PEDESTRIAN BRIDGE. WE'RE ALSO WE ALSO HAVE A PLAN THAT IF THE TRAIL EVER COMES THROUGH, WE CAN CONNECT TO THE TO THE FUTURE TRAIL THAT MIGHT GO THROUGH THERE. SO WE BELIEVE THIS PROJECT PROVIDES HOUSING NOT ONLY PROVIDES THE HOUSING, BUT IT ENHANCES THE CREEK CORRIDOR AND IT CREATES A MEANINGFUL AMENITY FOR THE FUTURE RESIDENTS AND GENERATIONS TO COME. NOW, BASED ON OUR EARLY MEETINGS THAT WE HAD, WE GOT FEEDBACK. AND DURING THE REVIEW PROCESS, DRIVEWAYS WEREN'T WEREN'T BIG ENOUGH. AND SO THEY WANTED US TO INCREASE THEM TO 22FT. AND WE DID THAT. WE ALSO ADDED ADDITIONAL PARKING SPACE EVEN THOUGH IT WASN'T REQUIRED. BUT WE LISTENED TO THE CONCERNS RAISED DURING THE EARLIER REVIEWS AND WE MODIFIED THE PROJECT TO BE ACCORDING TO THAT.

THIS NEXT SLIDE SHOWS THE DIFFERENT FENCING. SO WE WORK CLOSELY WITH THE STAFF. SEVERAL MEETINGS THAT WE HAD BACK AND FORTH TO PROVIDE APPROPRIATE BUFFERING FOR NEIGHBORING PROPERTIES. AND THAT WOULD BE THE WATER, THE SEWER AND THE STORMWATER FUND. SO JUST LIKE THE OTHER COMPANIES, HOWEVER, WE ARE NOT CHARGING 6%. WE'RE CHARGING 5%. THE ACCOUNTING DATA, THIS IS JUST REQUIRED BY STATE CODE, BUT IT REQUIRES US TO SHOW HOW HOW THE TRANSFER AFFECTS EACH OF THE UTILITIES. AND YOU CAN SEE THAT IT IS A VERY SMALL AMOUNT. IT'S ONLY 4% OF THE EXPENDITURES IN THE WATER FUND. IN THE SEWER FUND, THE TRANSFER ENDS UP BEING 5% BASED ON THE EXPENDITURES IN THE SEWER FUND, AND THE TRANSFER IS $895,000.

STORMWATER FUND. THE TRANSFER ENDS UP ONLY BEING 3%. BECAUSE WE HAVE SOME LARGER PROJECTS GOING ON THIS YEAR, AND IT IS $300,000. DIFFERENCES BETWEEN TRANSFERS AND ADMINISTRATIVE COSTS. AGAIN, THIS IS REQUIRED TO BE DISCLOSED BY STATE LAW, BUT THERE ARE TWO WAYS TO.

THERE ARE TWO WAYS. THESE ARE VERY DISTINCT AND SEPARATE. THE TRANSFERS AS WE SPOKE. IT IS A FRANCHISE FEE FOR THE USE OF THE RIGHT OF WAY TO DELIVER THE PRODUCT. ADMINISTRATIVE COSTS ARE BASED ON HOW MUCH TIME AND MONEY IS INVESTED TO SUPPORT THE UTILITY FUNDS. SO EACH YEAR WE LOOK AT EACH OF THEM AND SAY, THIS PERCENTAGE OF TIME IS SPENT ON THIS UTILITY, AND IT'S THEN CHARGED AS AN ADMINISTRATIVE FEE. IN ESSENCE, IT'S OUTSOURCING THEIR ADMINISTRATION. RIGHT? AND SO THERE'S AN ADMINISTRATIVE COST, WHICH WE CALL ALLOCATED WAGES IN EACH OF THE UTILITIES. AND THEN THERE'S ALSO A TRANSFER OUT, WHICH IS THE USE OF OUR RIGHT OF WAY. THE COST OF THE ADMINISTRATIVE FEES FOR ALL OF THE UTILITIES IS $5.25 MILLION.

AND THE BUDGET FOR THE TRANSFER OUT IS $2.77 MILLION. THIS IS WHAT I WAS JUST SPEAKING TO. SO IN ESSENCE, THE CITY COUNCIL'S TIME, 15% OF YOUR TIME IS SPENT OR WE WE ESTIMATE 15% OF YOUR TIME IS SPENT ON WATER ISSUES, DETERMINING A WATER RATE, REVIEWING THE WATER FUNDS BUDGET, LOOKING AT WATER AS DEVELOPMENT OCCURS, THOSE KINDS OF THINGS, 3.75% IS ON THE SEWER SYSTEM. YOU DON'T HAVE AS MUCH INTERACTION WITH THE SEWER SYSTEM. BECAUSE WE HAVE A TREATMENT PLANT, WE ONLY DISTRIBUTE THE SEWAGE TO THE PLANT FOR TREATMENT. STORMWATER IS 3.75%. WE BELIEVE THIS WILL SAVE THE MONEY, THE CITY MONEY OVER TIME, AS WELL AS ENHANCE THE EMPLOYEES OPPORTUNITY TO TAKE LEAVE. WE ARE REASSESSING RISK MANAGEMENT. NEIGHBORHOOD IMPROVEMENTS, 90TH SOUTH LANDSCAPING, THE CEMETERY COLUMBARIUM AND THE DOG PARK IN THE WATER FUND. WE HAD ADDITIONAL WATER SALES BECAUSE LAST YEAR WAS QUITE A STRONG WATER USER YEAR. WE'RE HOPING THAT WHILE WE DON'T WANT THESE KIND OF SALES NEXT THIS SUMMER AS WE'RE IN DROUGHT, BUT WE DID SELL $3 MILLION MORE WATER THAN WE'D ANTICIPATED. AND WE DID RECOGNIZE $1 MILLION IN IN OTHER REVENUES.
